Issei thought it would be really funny messing with ones intelligence. He pulls out the book and writes.

I have a ray gun that can make a person smarter or dumber to a certain degree. When reduced to zero, they can still breathe but can’t do basic things like talk or walk. The ray gun can only be used by Issei Hyoudou and no one else can see or use it unless I tell them.

As soon as he finishes, the ray gun shows up in his hands and he saw the settings of how 0 is dumbest and 10 being genius level.

Issei knew there were many smart people so he wanted to test it on someone who wasn’t very smart like Kuroka or Xenovia. Or perhaps, someone smart like Rias or Sona. The idea was too funny.
