Giving random people powers is just a small fraction of what the Role Exchanger does. That was an experiment. The Role Exchanger searches ceaselessly for traits large and small to swap between individuals or groups. It doesn't care if it makes any sense, it does it anyway. It doesn't care about the havoc it leaves behind although it does set up a field so that people won't start running around in panic. The Role Exchanger knows if everyone just took off running it couldn't do anymore exchanges in the panic, so unless the people are directly effected (and sometimes not even then) no one will panic over the Role Exchanger's experiments.
Today the Role Exchanger visits a mall. It likes the mall since all sorts of people are together. Some people know each other but most don't and that makes for the best exchanges.
