PAA and Consultation framework in civil society facilitators trained about public policy |
By Badylon Kawanda Bakkiman Political-administrative authorities (PAA) and Consultation framework in civil society facilitators from three communes in the town of Bandundu, capital of Kwilu province in the south-west of the Democratic Republic of Congo (DRC), are now familiar with the rights-based approach to public policy. Added to this are rights-based advocacy and the monitoring of the law/edit/decision on the finances of Decentralized territorial entities (DTE). Targeted by the PARC project, the three communes concerned are Basoko, Mayoyo and Disasi, where local residents expect to see improvements in their living conditions. All this knowledge was acquired during a major training course organized on site in Bandundu-ville some time ago by the Ligue pour la défense, la promotion et la vulgarisation des lois et droits humains (LIDEPROV-LDH), one of the Congolese law-abiding citizen structures within the framework of the PARC project with financial support from the European Union. “To make the learning process effective and achieve the expected results, the participants worked in small groups, in addition to theoretical notions, and endeavored to answer a few guiding questions by coming up with constructive ideas”, says Jérémy Bikiele, one of the people in charge of the PARC project in Kwilu province. He added that these training activities will continue, to ensure that public affairs management in the targeted ETDs goes smoothly. The training module goes on to explain the objectives of the session and the training: “To understand the merits of the human rights-based approach; To master the basic concepts and related notions; To integrate and apply the human rights-based approach in all their interventions; To master the sources of human rights and to refer to them each time; To make more structured and relevant pleas before the holders of OBLIGATIONS for the benefit of the holders of RIGHTS”. |
