This training workshop brought together 30 players to improve Management
By Badylon Kawanda Bakiman

The PARC project, financed by the European Union, continues to emerge. After the town of Bandundu, capital of Kwilu province in the south-west of the Democratic Republic of Congo (DRC), a very important training session took place a few days ago in the commune of Maluku, a city-province of Kinshasa, the country's capital.

This training workshop brought together 30 players, including delegates from civil society organizations, agents from the communal rural development department, communal councillors, agents from the communal budget department, neighborhood chiefs, leaders of civil society consultation frameworks, etc.

The occasion was propitious for these participants to gain knowledge relating to the rights-based approach, rights-based advocacy, monitoring of the law/edit/decision of ETD finances. Jérémy Bikiele, one of the managers of the PARC project in Kwilu, made every effort to ensure that this activity ran smoothly.

This took place in the context of “the continuation of the process of capacity building for CSCs and APAs for better management of ETDs; the finance law or state budget (national, provincial and local) is promulgated and awaiting implementation; the urgent need to be reassured that the budget takes into account the fundamental rights of the population of each Entity and does not stop at needs alone...”.

“This training is part of a well-constructed dynamic and meets the following objectives: to equip participants with basic notions of the rights-based approach to public policy, advocacy, monitoring of the state budget (national, provincial and local); to prepare the advocacy files of the SCCCs; to launch the monitoring process of the priority sectors of the SCCCs and ETDs”, states the training module.
