To me it seems as if he doesn't know the definition of 'no'. The Montague family is full of emotion so Romeo is nothing but emotion, and lack of emotions from others confuses and upsets him. Romeo dose not comprehend the true feeling of love because he is overcome by a plethora of feelings from his family.
If someone like Romeo Montague ever perused me, I would definitely give him a piece of my mind.
