Gun ownership reform:



Education:

Gun owners and people purchasing a gun must go through gun education. After completion gun education will require recertification ever 3 years. Gun owners must train to be auxiliary security force to be partnered with law enforcement in times of emergency or teach courses to new and recertification candidates. Education will be taught by gun owning citizens that have been certified - law enforcement. There will be simulations for hunting and home/public self defense. Funding for education will come via registration fees as well as course fees. The education will be run via a citizen controlled program aided by government. Financial assistance will be given on a sliding scale to remove infringement of 2nd amendment rights due to financial constraints.

Education will include but not be limited too: Use - Local & National law - Proper Storage - Safety - accuracy - proper transport - proper maintenance and other topics as they present themselves.



Psychological:

Gun owners and potential gun owners must pass a psychological assessment. The assessment will be created by a panel of Psychiatrists based on existing accepted psychological premises. The assessment may be updated as new information is accepted into the psychological community. Owners must go for reassessment every year or sooner if recommend by primary doctor or qualifying episode. Qualifying episodes include -nervous breakdowns - non violent misdemeanors - attempted suicide and other episodes determined by Doctors, Psychiatrists & Law Enforcement.



Registration:

Gun owners will register all guns or forfeit ownership rights. Registry Department will consist of a non government controlled citizen run registry. Government/Law Enforcement will only have access in cases of criminal activity (felony level) with a subpoena. Law Enforcement will not be allowed search & seizure for unregistered guns without probable cause and a search warrant. Further more citizens will be given a 1 time chance to admit ownership of unregistered guns pay a severe fine (guns held until fine is paid and guns regustered) before a lawful search. This provision will be true for 2 years from the date of reform law and be considered the owners "right to protest & assumption of repeal of new law based on constitutional review"



Criminal Activity with Gun:

Commit a crime with a gun and go to jail for life with no parole. Exception concealed carry, in the case of concealed carry loss of gun ownership is the punishment, unless the concealment was used to help carry out another crime or concealment was to hide unlawful possession. Exceptions can be made by a panel of Judges - psychiatrist and law enforcement that serve 2 year terms and are selected in a style similar to jury duty.



Concealed Carry:

Concealed carry will be eliminated, except law enforcement. Let people see who is carrying and let their own opinions/instincts dictate a course of action. This may not make people safer but it will allow the individual choose to remove themselves from an area of a carrier. Concealed carry will become a crime (except for law enforcement) with automatic forfeiture of gun ownership rights. Conversely harassment of a gun owner expressing the right to open carry will result in fines and further action up to and including jail. Officers will have the right to ask any citizen carrying to show legal proof of gun ownership. Guns will be carried safely in holster, shouldered, or in cases in public only to be ready to fire in a proper instance.



Purchase of a Gun:

Purchasing of a new gun will follow same procedures as now with addition of Psychological Assessment and Education. Education to be completed within 6 months and owner will only be allowed to transport gun to and from classes. Psychological Assessment to be completed prior to purchase of a gun and purchase must be made within 1 year of assessment or new Assessment will be needed, this will also be true for additional purchases.



Ammunition/Modifications:

Ammunition purchases will be regulated. One may not purchase more than 200 rounds during any quarter of the year. Exceptions Requiring Registration - Fire Arms Instructors - Competitive Target Shooters - Year Round Nuisance Hunters - others determined by specific need. Anyone found abusing exception will loose gun ownership rights. Only registered gun owners may purchase ammunition and only for they types of guns they have registered.

Modifications of firearms are not permissible. Exceptions- repairs where original stock or like are not available - addition of accessories like scopes, ammunition holder, shoulder straps, replacing grips. No modification that changes the original design making it easier to fire will be permitted. Guns will also not be manufactured with "bump stocks" - switches for full automation - or other devices that allow for rapid fire other than the standard semi automatic.
