Maybe the accession of a new recruit is not such important so he has handed over this task to one of his sergeants. But that is kind of a problem. You have chosen the Digital Empire in order to change the mind of the Digital Emperor so he stops struggeling against the resistance. Maybe you will be able to meet him if you reach a higher rank. So you would have to concentrate on your work for the Emperial Army at the moment. You would have to fight in the name of the Digital Emperor. This is the only way to meet him.
After your accession has been affirmed by Devimon you get your first task directly.
