Because of their recent and common origins, the modulars are much more unified than humanity. However each region on Modu-1 still gets a lot of autonomy from the government, each having only to pay minimal taxes to the government and pass many of their own unique laws. The Confederacy evolved to have a more militaristic culture, since the founders of the nation always feared an attack from Earth to reclaim the colony. However such fears are only held by the government nowadays and most civilians don't believe the humans will ever attack them. However many still openly support the strong military in the name of defense from aliens, such as the Zehm or Illursians.
