As Carter's preschool had a strict policy that children had to wear something to cover their bottoms, Mrs. Blackwood had sent Carter to preschool in a pair of pants with no diaper underneath. She would have sent him to preschool with a diaper underneath them, but the only ones she had were too small to properly fit him. She would have bought bigger ones that did fit him, but the only store she was able to find them in had sold out of them. The employees there weren't sure when they were going to get more, as they were in low demand. Not too many children still wore diapers past the age of three.
