A weird device

As Ash was looking for his buddy Pikachu he was looking on some rocks and slipped on a mossy rock and falls into the water as he was falling his Pokédex fell out of his pocket and hit a couple of rocks before it splashed into the lake with Ash not far behind.

Once in the lake Ash retrieved his Pokédex and swam dry land once on the ground he checked out his Pokédex to see it sparking and the screen spazzing out.

What does the glitched Pokédex do?
