Penelope was latino; rather short and flat-chested to go along with that, including very short slightly boyish looking black hair. However, she had a round perky face as well as perky hips, so she at least still looked like a chick. She'd gotten in trouble for a protest when things got rough in the city; due to no fault of her own she was shoved around and ended up literally getting her ass kicked, as well as getting arrested after another girl had fiercely ripped her pants off leaving her indecent, so she was here for at least a year. But, she wanted to make friends! See how that goes for her.
