Naruto organized his thoughts before coming to a conclusion for what to do with Tsunade.
In his mind he decided that Tsunade was unhappy with her life. She was the Hokage, and kept doing so because people needed her to lead them. But Tsunade herself wasn't the biggest fan of it.
As such, she would feel compelled to wear different clothing each day. Costumes. And she would act as a stereotypical version of who or what wore that attire, while still doing her Hokage duties.
"Ugh... why the hell am I wearing this?" she groaned in exasperation. "Hang on Naruto... I'm gonna... urg... I'm gonna change. Give me a second."
