Perhaps Naruto wishes for one of these?

Option 1: Naruto can change the clothes of every woman with a thought. The women will not object to whatever clothing Naruto puts on them and love showing off their new outfits

Option 2: Tsunade is given the form of a mythical being and placed in a zoo run by Naruto in the middle of the village. Anyone given a mythical form is not required to wear any clothing and are not ashamed to show off their naked bodies

Option 3: Whatever Naruto says is true about women becomes reality.
