There are more female villains than just those. But they may not be as well known.

Magpie aka Margaret Pye who was formally a museum curator. However, she gained an obsession with taking shiny things and went to pursue a life of crime, just like the bird she's named after. She only has extendable claws.

Nocturna aka Natalia Mitternacht, a woman who through an accident gained vampire like abilities and is a nemesis to the Batwoman.

There may be more female villains in Gotham but these are the only two I know for certain.
