Her sundress was designed for looks and comfort in warm weather, not durability. If Lucy snagged the shoulder strap on something, it would probably not survive. And the wind...the wind seemed to like her a lot more than she liked it.

There was a lot of water splashing around on the top deck, and being in a sundress didn't mean that she couldn't get wet, it just meant that she wasn't prepared for it.

And then there were the rock wall and the rope course. Lucy didn't see anyone up there in a dress, but she saw one or two girls with bikinis under the harnesses, so she could probably get away with it.
