*I made a mistake on the last chapter, and I decided to do what I was going to originally do even if it is slightly different from the last chapter. Roxas meets Tifa before sne gets in the way of him and the Heartless.*
Hollow Bastion was a recovering world. Ever since Ansem, Seeker of Darkness had been defeated, people were starting to come back to the world to repopulate and rebuild it. The first problem was exterminating the remaining Heartless that were lingering around, but there were so little of them to be a real threat. Unless you didn't have any combat training, or foolish enough to enter the more darkness tainted areas there was little to worry about. The second problem was setting up a government, but the people decided on a man that helped with the original defense against the Heartlesses when the monsters appeared first when the world was still called Raident Garden to be the president of the world.
After some time had passed, the Hollow Bastion Restoration Committee had truly lived up to its name. The defense system against Heartless was set up, but it was still in its alpha stage and had many glitches in its programing. The Heartless population received a small increase due to a self proclaimed "Dark Sorcerer" being seduced by the powers of Darkness, and attempted to take control of the world. While he was a threat, he was dealt with by the Hollow Bastion Restoration Committee, but in the end, he was consumed by the Darkness when some of the Darkness left his Heart. The resulting gulit from what he done, turning his family into Heartless and general acts of villainy, and the corruption that was still within him caused him to lose control of his new found powers, allowing the Darkness to consume him.
After that incident a cerfuw was issued due to some of the Heartless being dangerous enough to warrant a cerfuw. Such as a dozen Zip Slashers, and at least a couple other mid tier Heartless. Such a force made few want to seek the monsters out, but there would always be the bunch that thought they could handle the Heartless.
