The Great Human Star Empire has fallen, reduced to a handful of inhospitable planets in a backwater system out on the edge of a spiral arm of a galaxy far from home. Only massive, ancient terraformers keep the air on these barren planets below toxic and above hypoxic, themselves sustained by billions of workers toiling away in the bowels of the planets to strip the resources needed to keep the ailing machines fueled.
In this grim darkness, social order is maintained only through constant surveillance of each citizen by a vast army of beurocrats; widespread use of mind and body control; and violent oppression when these methods fail.
All individuals' bodies are owned by the state. Should they be found to be failing in their quotas, their rights to a body may be revoked and their corporeal form be melted down for biomass, or they may be assigned a new body with a new role that better suits their capabilities, or as a punishment.
Alternatively, their minds may be chosen to undergo mental conditioning whereby they are programmed to be better citizens and workers.
Minds undeserving of new bodies are not wasted - if no other body is assigned, their neural matrix is integrated into one of the data cores of the all-seeing AI, Oversight, which watch over everything. Integration is a fate that is said to be exquisite, unending agony.
