Vicky, after "the twerp", refuses to let her spank him for disobeying orders and not wearing a dress. (From the episode where Timmy is forced to wear a dress so Vicky could have people take pictures to her financial gain, and Timmy's humiliation.

Tootie's had enough, after Timmy flat out rejects her in favor of Trixie, yet again. She decides it time for some payback.
