The horse grows everyone a bit more

On second thought, maybe the animals could all be a bit bigger. She concentrates and they all grow 10 times as big. Now the others are 800-1000 feet tall, while she's about half a mile tall. By this point they can been seen for miles around, and people are starting to get worried. The giants wander about, and are quickly approaching large population centers.
