"What good does that do?"
"Inperceptible. Untraceable. The base, naught but a speck staffed by even more miniscule minions, can be carried anywhere in the world without being detected. No matter what substances it contains, no customs in the world can catch me. And so long as facilities for returning the base to regular size exist at the destination - a task that my organisation has finally accomplished after a decade of preparation - then the product can be distributed as I wish, for profits as vast as the base is tiny."
You nod.
"I see that I've caught your attention."
"It's an intriguing - and ingenious - prospect," you admit. "But how on Earth can you relaibly transport a sand-grain sized facility? It may be undetectable, but the dangers of something going wrong if it should be lost in transit are pretty high!"
"Have faith, Mr Sterling. I have an operative ideally suited to the task. Keeping the base close enough to be at no risk at all. I would hardly journey aboard myself if there were any danger, would I?"
"Indeed. So, this operative..?" Sounds like there's just one agent involved; if you can contact control with a positive ident, you can halt this entire enterprise in its tracks!
