Hair growth depends a lot on your health too... If you're ill, your body reserves its energy and hair isn't considered a necessity, therefore growth pretty much stops. That's why people with eating disorders and long term illnesses often find they lose their hair, or it becomes dry and brittle...
So technically if you're healthy, your hair should grow faster and generally people are healthier in the summer and drink more water, flushing out the toxins etc and eat more fruit and veg... So that'd explain why your hair might grow more during the summer months...
