No you can definitely reorder the items in a folder. The easiest way it to go directly into the folder itself and then activate the reorder tool. But you can also activate the reorder tool from the main portfolio and open the folder to reorder it's items directly in the main portfolio... but IMHO that's a little more cumbersome with all the items and portfolio on the same page.

So I'd suggest navigating into the folder (open the folder it's in it's own page) and then activate the reorder tool via the previous instructions/screenshot I showed. IE: Click to open this folder: "2025 WRITING"  and use the reorder tool -- the icon next to the word "PORTFOLIO" above the contents of the folder.
