A is cute and, if true, shows others that there is hope and resilience.

B is not cute but shows foresight and competence.

I think many prefer A to B as B costs and A supports the idea that civil government with regulations is unnecessary.

In an Anti-vax world, with plenty of bread and circuses, A wins.
