I think that's the point - it's not terrifying but unsettling. Maybe it can shock you at first, but then you'd be asking if he has some sort of medical condition. I guess what's triggering me is that his irises are all silver, and one of the few ways you can achieve that is by having cataracts - which would make him legally blind. (And as far as I know, Steve isn't a supernatural being capable of seeing despite cataracts in his eyes.) If you could see the pupil in his eye, maybe it'd be less unsettling, but still mystifying.
(Or - and I think this is what you're aiming - you're trying to give him zombie eyes, which look positively dead but somehow don't restrict eyesight in most "cases")
As for AI - part of my issue is that it's extremely limitating when you're trying to envision a character that's not white or black. When you get the same face every single time and you can't make the skin tone appropriate to a mestizo, you know it's not an effective tool.
