Restrictions on his powers would be nice. There needs to be some consequence to his power, a limiting restriction, or a vulnerability. I would set a time limit to his power. For as long as he is controlling someone, he must rest in his goo form and exit his host. Limit him to an all or nothing approach.

Part of what makes him so powerful is he can control entire groups. Remove this and force him to work with an ally who doesn’t know him. Create a story around gaining their trust, and working together to solve how he came to be.
