The nature of the relationship between Fane and the Brotherhood has never been decisively established. To call them "part of" Fane would probably be going much too far.
If counting "magic groups" I think it best to keep in mind a distinction between the very large and organized groups -- Fane, the Stellae, the Brotherhood -- and little "independent operators" ranging in size from the family cults of the Shabblemans and the Keyserlings down to the rogue magicians like Blackwell. Of the former, I doubt there are many more of the first kind. Of the latter, there are probably hundreds bubbling up and down here and there.
