Does he share it with the police chief like a good little cop? Or does he hide it, knowing that if he shares it, he'll be pulled off the case? If he does get pulled off the case, either because he disclosed the note or because his omission is discovered by the department somehow, does he try to pursue the case on his own without permission?
Whatever happens, I agree that the note is the inciting incident. š
