To anticipate and expand on the technicalities: The limit varies from person to person, with most people having a limit of five to seven active golems. For Will and other Stellae, the limit is ten. (Why do they get more? So Will can have more, so the story can have more room to flex; and ten—the number of planets—is an easy number for me to remember.) Will in this branch doesn't realize there is a limit because (as you mention) the book says nothing about such a limit. What happens if you go over it? Basically, you die.
Will our hero go over this limit? One never knows. But remember, his plan is to recruit partners and let each of them handle six or so golems. So as long as he sticks to this plan, there's a reasonable chance he won't go over his limit.
