I'm going to assume that you clicked on "My Account" and then "Costumicons".
I am not sure why it would be blank, but I can tell you that Costumicons are not always available unless you have a Premium account. They go on sale every so often, and I believe WdC sends out an email to everyone when they do. You can purchase them with gift points for a set period of time when they do go on sale.
