I've been trying to access the Interactive stories since October, and at each attempt I have been met with "Due to resource limitations free users cannot access interactive stories, try again later." So I'll wait, hours, days, months, still get the same error. I come to the forums to try and see if there is any addressing of the policy and I find people complaining and the moderators saying "Well if you're not supporting us then we're not losing anything if you leave." I have bills, debts, obligations, 6 cents a day may not see like much, and yes in the grand scheme of things $21.90 a year is nothing, but I shouldn't have to pay $21.90 for purportedly free content, and when you are unsure of what is coming around the bend even that $21.90 isn't worth it. Now I understand that servers cost money, it's why I don't mind ads (yes I realize that there are people who do, and an ad-free experience is something a lot of people are willing to pay for) and yes supporters should get access to more things and preferential access. But if you are claiming "This is something even a free membership can do" and then when we try to access it say "no, you have to pay us money because our servers are overloaded" then it feels like you're lying to us about the services you offer. Allow me to phrase it another way. Your system is set up as follows:

Free: Access to X, Limited access to Y and Z.
Basic: Access to XYZ, limited access to PDQ.
Upgraded: Access to XYZPD, limited access to Q.
Premium: Full access to all features.

Now I try to access Y or Z as a free member, and no matter what I do I can't access Y or Z. Even the parts that say I should be able to are blocked. That doesn't prompt me to want to buy basic membership, it makes me concerned that if I do buy basic membership, that the PDQ will be barred from me.

And on the last note, while typing this I tried to access the fifth chapter of a story and was met with the "resource limitations" post. I'm looking at the sidebar and seeing a total of 928 people accessing your site. If that's "Heavy resource demands" then you really need to get some better server support.
