Without a date, one could send 100 badges in 5 minutes.
I don't want to incentivize that type of thing.

As such, there has to be some time amount between credited awards and badges.
And someone has to decide what the time amount is.
Which I've done.

Other than that...
I think if folks work as a community to "get around it"...
then that seems to be all the more reason to have a limit.
It's community recognition.
2 people who know each other well can't just directly increase each other's CR exponentially.
If they're going to do it, they've got to involve and work with oodles of other people.
