I actually liked the complication brainstorming early on. My story was still fairly new, so to sit down and brainstorm potential (not required to use) complications for my character to encounter was very helpful. After all, the story should involve digging your protagonist into a deep hole with no apparent way out, right? Brainstorming those complications was just like adding depth to that hole. Perhaps put it after the initial outline review, but still early on.
