I noticed your question here and it spurred me into some research, so I thought I'd include some links though I don't have an exact answer to your question. You might consider something along the lines of early era guns. The gatling gun was invented during the Victorian era. There is also the bow and arrow. With a more underwater environment I believe that would transfer into the harpoon type implement. Then there are the explosive variety of weapons, dynamite comes to mind. I suppose the trick will be to give these a steam powered operation or steampunk flavor.
