It's been considered in the past. The problem is when people look at it the way you are: ..." add a personal character count for what they consider quality reviews"... So, when someone sets a very high auto-reward for a 1,500 character review... and then receives a 1,600 character review with 1,500 characters of copy and paste right from the item... Well, who will they come complaining to? It's a system that just begs for people to cheat it. IMHO, if you want to reward based on review quality, you can not rely on a character counter. Quantity has zero to do with quality. I've always loved the idea of flexibility for things like this, the problem is that not only does it remove consistency from the reviewer's perspective, as a reviewer can no longer "assume" what their responsibilities are when sending a review... but it adds some false sense of security that more means better. My best suggestion, if you want to "assure" more quality reviews than less, is to offer a small reward for basic 250 character reviews with a note that you will personally evaluate and reward great reviews with additional gift points.
