When you reload a saved draft email, it only displays a preview of the draft email.

There's a button at the top labeled Resume.
Reply | Reply to all | Forward | Delete | Print | Resume

When you click that, it opens up a copy of the draft email to the "working on it" state again -- with no >'s.

The original draft email remains unchanged in the draft folder, allowing it to be used again later, such as when the saved draft is a form letter.

The window at the bottom with the >'s is the standard "Reply to Email" window, not the draft email.
