You're absolutely right in that it all starts with the story, and as you say, that's pretty much a no-brainer. However, I wouldn't reduce "tense, spelling..." etc., to niggling details. Ever. You can have the best story in the world but if you don't have the proper mechanics to convey that story, readers aren't going to stick with it for very long. Readers dont won't distractions and there's little worse than an opening paragraph filled with atrocious spelling, or zero punctuation. Tense-hopping and head-hopping are two other story killers.

Liking what you write is no guarantee readers will care for it, but as you say, if you [i]don't[/i] much care for your story, it's a pretty safe bet your dislike will show.
