What if she teaches the little girl magic anyway? How would that be seen by her own people? What about the little girl's people? Why would prompt her to do that?
I don't think I can really tell you where plots and storylines come from, but I think Angel has the right idea. Ask yourself questions. Talk to your characters. Let them lead you. They usually know the way of it.
