They have a really good reputation. I know some of the authors that have been published by TOR. The nice thing about science fiction/fantasy publishers is that they have a long tradition of reading everything in the "slush pile" - that is, all "over-the-transom," unsolicited submissions (no doubt being eroded by modern technology and overwhelming influx of submissions). TOR has a reputation for publishing good books, AND for taking chances on unknown authors.
