The amount of choices each chapter can have is limited by where it is in the story chain. Chapters 1 and 2 can each have 5 choices. Chapters 3 and 4 can each have 3 choices. Chapters 5 and beyond are limited to 2 choices. The "why" is due to the math involved. If the stories allowed 5 choices for every chapters, the amount of possibilities quickly becomes enormous, thereby reducing the likelihood for a good story line. Here's an example of the math we're talking about -- we'll calculate the total number of chapters based on two different choice limitations:
A story 6 chapters deep with 5 choices each chapter:
5 * 5 * 5 * 5 * 5 * 5 = 15,625 chapters possible
A story 6 chapters deep with our choice limits in place:
5 * 5 * 3 * 3 * 2 * 2 = 900 chapters possible
The latter example makes it far more likely that readers and writers alike will become engaged in the story.
