The money spent on invading / "helping" Crimea overcome those monsters from Kiev, (the ones who forced their corrupt president to flee, by a peaceful protest) should have been spent on these funding obligations instead. Afterall, it was their stuff up in the first place, remember?
Moscow controlled everything back then, but mistakenly believe they can still command the atom.
