As a panster you might not know until November even. So pick a conflict that stands out to you the most and focus on how that would be resolved in the story. Just use your imagination even if it's wrong then. And you'll have something. It might come to you at a later date in October also true and you can go back and edit this assignment then. I'd be editing my premise after finishing all other assignments but using it as a guide to see the story even while I still have plot holes. This is in the middle of a peaceful time, not war.
