I somehow missed this post.

How frustrating to have one person deciding other people's fate when they don't even understand the disability they're basing their decision on. I mean, it's great that you're part of the process that can reverse those decisions, but it's awful that they actually go through years of a person's history looking for one time they were feeling okay enough to appear somewhat 'normal'. Sad, really.
