My grandmother and mom were both like that too. Just... sounded like babies. By the time I was 12, I sounded older than they did. For me, smoking dropped mine a bit. Just enough to not sound perpetually like a child.
I can see Caitie sounding like a toddler! I just listened to her video a second ago, and that little voice of hers does have a very young quality to it.
