Most sapient beings have some redeeming quality. Nature abhors a vacuum, and that includes any vacuums located where the soul should be.

That doesn't mean I would spend much time wondering what the redeeming qualities of Lucrezia Borgia might have been. If she, or someone of her ilk were my villain, I would be having way too much fun finding new and better bad sides. But if your villain isn't Dick Dastardly or such, then yes, you should find some redeeming qualities. At the very least, some good intentions with which to pave his road to hell.
