All his thinking and planning and plotting what to do next are still considered action. Always consider - what does he want, what are the obstacles, what does he do (physical and mental), how will you resolve the dilemma. Put in lots of emotion and show so that you and your reader can identify with him.
I am reading Immediate Fiction by Jerry Cleaver right now - it has been helpful in this area (user:rhondat} has read it as well. It may be a good resource to consider.
