I agree with Rebecca on one important point. It's so easy to slough-off writing when you can just read about writing--or talk about it.

I own many "how-to" books, and I enjoy them very much, even while I should be writing-not-reading. Books are a great place to visit, but there's no place like your own pad and pen. You've got to fill a few files. You've got to develop your own personal pile--crap and all.

I've spent years trying to grade my work "by the books." I don't regret it. Books are good.

The more you write, the more you build (and learn) from the stuff you've read.

I'd recommend the Writer's Digest series of "Elements of Fiction Writing." About twelve dollars a copy, but worth every penny. They are easy to read, and there's a cover for any weakness you need to boost.
