To be honest prologue shouldn't be used as a "last time on ___ ....". If the story is a sequel it is unneccessary. If the story is the first or a stand-alone then how can it possibly be a synopsis a previous tale? As for 'info dumping', well yeah. Wether it's called ch1 or prologue it still 'info dumps' the setting and initial characters. What seperates a prologue from it being chapter one is if it is a) something that won't be gotten back to until a number of chapters with a different group b) something that happened a long time ago/far far away. The epilogue is either the prologue to the sequel, or something a step between the last chapter and the next story.

If your epilogue contains something that flows into chapter 1, then it is part of chapter one. If it is something that will be explain or continued after a few chapters then it can be a prologue.
I also agree that if someone doesn't read the prologue they are not interested in the story, so why are they reading it in the first place? I know it's not a bright thing to say as an amateur author, but I mean really. If we write it and you're reading it you should read all of it.

Forewords on the other hand are a different matter. They aren't part of the story so it's okay to skip those.
