Every writer has a different method. You just have to find yours.

Mine is to start with character sketches, a premise and to map out the plot using point form. I do this with every novel, play and with some short stories. It keeps me from getting lost when I write - like a map I can follow.

But that's just one method. The more you fiddle around the faster you will find the way that works for you.
