There was no time that the environmental problems as serious as today. We could not ignore it any longer but conceive methods to tackle them. Most people would agree that environmental pollution is global issues. Undoubtedly, only if global level of efforts being allied together can we diminish the evil trends going on.However, it is not to say we can ignore the importance of particular countries or individuals.

It admits of no doubt that in polluting the environment whether great or small, we have to shoulder the consequence.This does not mean yielding to any country. Rather it requires all countries jointly undertake responsibility.

Compared with developing countries, they face greater responsibilities and it may not be overlooked that the developed nations should subsidize the pollution reduction and technology transfer to developing countries.
To sum up, both the whole and the part are essential in terms of controlling the environment.It is not a contradiction for how we deal with the problem. Instead, they should be coordinated and complemented each other.
