The Fatui needed a hold in Liyue. After the incident with Osial's release, their reputation had been put an all time low. Despite retrieving the gnosis the loss of their status as reliable partners in Liyue was proving the be troublesome. Now that Liyue was cutting down on their businesses, acquiring resources and materials was becoming harder. It was quite troublesome given that since Liyue was the trade capital of the world, them blacklisting many Fatui connected business was slowing down their operations over time.
It hadn't been noticeable at first because of the resources they had stocked up, however now it was becoming more apparent. The desired ores and minerals they needed from the chasm were becoming scarcer as more traders refused to sell with them. The cheaper materials needed to make their clothes and uniforms were also slowly becoming more expensive. To say nothing about the food shortages slowly following them.
Initially they had tried to get a foot hold in the Qixing, but alas it was easily uncovered by the traveler. The aftermath of the incident only served to further strain their relationships. All the Liyue leaders needed was a little more push and they would be able to cut ties completely. The Fatui could not afford this.
That's where Dottore came in, after examining some of Sumeru's Akasha technology, the Doctor had figured out a way to remotely implant a person's consciousness into another. Given time, the implanted consciousness could absorb the memories and traits replacing the individual in question.
After screening some potential candidates he eventually found a good match, now...who would the Fatui use as their inside operative.
